两部门四大工程四大行动提升内河交通安全水平
With the approval of the State Council, the Ministry of Transport and the Ministry of Emergency Management recently jointly issued the "Opinions on Strengthening Inland Waterway Traffic Safety Work" (referred to as the "Opinions"), deploying four major projects and four major actions to address prominent issues in inland waterway traffic safety, comprehensively improve the safety level of inland waterway traffic, and strive to reduce the number of inland waterway traffic accidents by more than 50% during the "15th Five-Year Plan" period compared to the "14th Five-Year Plan" period.
根据《意见》，到2030年，内河交通本质安全水平、管理水平、应急能力等大幅提高，形成安全可靠、监管高效、保障有力的内河交通安全工作格局；到2035年，内河交通基础设施规模质量、技术装备、智能绿色水平位居世界前列，安全韧性整体跃升，基本实现治理体系和治理能力现代化。
《意见》围绕“船舶性能、基础设施、人员素质、应急能力”四个维度，部署实施船舶安全性能提升工程、航运配套设施提升工程、从业人员履职能力提升工程、应急能力提升工程，提升内河交通本质安全水平；围绕“监管执法、水上客运、绿色智能、企业管理”四个领域，部署实施监管能力提升行动、客运安全韧性提升行动、绿色智能安全发展行动、企业安全管理提升行动，通过强力治标推动形成长效治本。
《意见》要求落实属地安全管理责任，建立省、市、县、乡四级政府领导牵头的内河重点水域安全工作责任制，坚持各部门联动、各司其职、齐抓共管；加大资金保障力度，完善多元资金投入机制、拓宽投融资渠道；加大宣传教育、案例警示和典型问题曝光力度，引导企业、群众安全有序参与内河交通安全相关活动。
