North America happens to be one of the regions with the strongest demand for high-value tires globally. Large SUVs, pickup trucks, and the expanding lineup of high-end electric vehicles continue to drive demand for high-performance tires of 18 inches and above.
In its official announcement, Pirelli explicitly stated that this investment of up to $1.2 billion will be used to increase localized production capacity in North America to strengthen product supply, drive sales growth in high-value niche markets, and deepen its localization strategy. In recent years, the uncertainty of global supply chains, potential tariff barriers, and the urgent demand for "local procurement" from OEMs have made "localized production" an inevitable choice for high-end tire suppliers. Pirelli's strengthening of its U.S. factory construction is precisely to respond more flexibly to customer needs, shorten delivery cycles, and reduce the costs and carbon footprint of intercontinental transportation.
Turning Tires into "Data Organs"

The Predicament of the Argentine Factory
In stark contrast to its ambitions in North America, Pirelli is facing difficulties in South America. From May 25 to June 5, 2026, Pirelli's factory in Argentina temporarily shut down. According to multiple sources, the factory has laid off about 700 employees since 2023. Currently, the factory's daily output is maintained at 3,500 to 4,000 tires, while ten years ago (2013), the daily output was as high as 18,000 tires. A simple calculation shows that daily output has astonishingly decreased by 78% over ten years.
Behind this capacity contraction is Argentina's long-standing macroeconomic pressure. Persistent high inflation, severe currency depreciation, coupled with strict foreign exchange controls and import restrictions, have made it difficult for tire manufacturers relying on partially imported raw materials to operate.
On the one hand, local labor and energy costs continue to rise; on the other hand, domestic new car sales and replacement demand are suppressed, while exports have lost competitiveness due to exchange rate fluctuations and logistics costs. Under such pressure, the factory's capacity utilization rate has repeatedly declined, and phased shutdowns and personnel adjustments have become the company's last resort to balance survival costs.
Strategic Choices in Global Layout
From south to north, from advance to retreat, Pirelli's dual picture precisely reflects the structural challenges faced by the global tire industry and even the entire manufacturing sector: in an uncertain world, capacity layout must more precisely match high-value regions.
North America represents structural growth driven by high-end, intelligent technology, and electrification, making it a region worth heavy investment in the future. However, in regions with macroeconomic turmoil and shrinking market demand, even once-critical locations have to scale back operations to maintain overall financial health.
For ordinary consumers, this adjustment may mean that some high-performance models launched in North America will soon be equipped with locally produced Pirelli tires, and intelligent tire technology is expected to gradually penetrate from top-tier models to mainstream markets.
